West Baton Rouge Parish is growing. Rapid population shifts after hurricanes left the parish in need of a plan. Tipton Associates led a team, including specialty consultants Sasaki and PESI, to complete Plan West in a twelve-month timeframe.
A comprehensive public outreach and marketing campaign educated citizens, stakeholders, administration and elected officials. Subsequently, the team identified key issues and concerns: wetlands and floodplains, lack of sufficient transportation networks, agricultural preservation, and consensus on new developments. Major elements of the plan, dubbed “Plan West,” are community enhancement planning, economic development planning, land use planning, infrastructure planning, and implementation planning.
