In response to the community’s pride in their rich agricultural heritage, abundant natural resources and rural lifestyle, Tipton Associates created this plan to preserve the unique qualities and lifestyle of the Parish while providing a framework for future growth over the next 20 years.

Tipton created a partnership between community members, business leaders, parish departments, the Development Advisory Committee, and the Parish Council to ensure a customized plan founded on community buy-in to ensure long term viability.

Through a transparent and open public dialogue, consensus was built among the residents, stakeholders, and business community. PlanWest was unanimously adopted by the City Council and championed by the West Baton Rouge Parish Chamber.

The plan was informed by a study of historical, demographic, social, economic, and natural systems as well as new influences on development such as new subdivisions in agricultural land and strip development that threatens land use patterns and strain the parish’s natural resources. The planning team’s solution guides future development to compact, walkable, mixed-use villages and neighborhood centers that provide a range of housing solutions, ample open space and parks, expanded retail and services for residents, and opportunities for social interaction.

The Future Land Use Plan provides a framework that promotes infill development and sustainable land use patterns. The Street Section depicted takes a context sensitive approach to street design with complete streets and sustainable approaches to stormwater management.

Guiding future growth in and around existing communities capitalizes upon existing investments in infrastructure and preserves large tracts of the rural landscape.

Repurposing underused infrastructure, railways and levees are repurposed for bike and trail networks, recreation and wildlife corridors as part of the green infrastructure network.

PlanWest includes a number of model agricultural and resources conservation programs that are designed to equitably preserve natural resources and support the business of agriculture within a changing landscape.

West Baton Rouge Parish is growing. Rapid population shifts after hurricanes left the parish in need of a plan. Tipton Associates led a team, including specialty consultants Sasaki and PESI, to complete Plan West in a twelve-month timeframe.

A comprehensive public outreach and marketing campaign educated citizens, stakeholders, administration and elected officials. Subsequently, the team identified key issues and concerns: wetlands and floodplains, lack of sufficient transportation networks, agricultural preservation, and consensus on new developments. Major elements of the plan, dubbed “Plan West,” are community enhancement planning, economic development planning, land use planning, infrastructure planning, and implementation planning.

From a government and policy perspective, we are extremely pleased with the final product. The consulting team managed many public and committee meetings on the way to adoption of Plan West. The total amount of time to complete the plan document was one year and everything was done within budget and with ample public participation. The plan itself identifies over seventy (70) action items for us to move forward with as we enter into the implementation phase.
